A strategic plan for CTE in North Dakota was developed during 2013-2014. Four goals were identified:
- CTE will develop and implement a plan to increase funding to schools that will best meet the educational and workforce needs of North Dakota.
- CTE will, with the involvement of Key Stakeholders including DPI, Higher Education, ESPB, and business and industry, establish policies and procedures to encourage the development and implementation of innovative programs.
- CTE will develop and implement a plan to market the benefits of Career and Technical Education, to meet the current and future workforce needs of North Dakota.
- CTE will develop and implement a plan for the recruitment, retention and succession of high quality teachers and administrators to ensure program quality and continuity.
The Don Mugan CTE Leadership Center
was established to partner with the North Dakota Department of Career and Technical Education to assist in meeting goals three and four of the strategic plan. Implicit in meeting the goals was the retention and recruitment of teachers and a process to ensure training of future CTE teachers and administrators.
